Outcome: NO

How this forecast is settled

Will organisers publicly announce replacement dates for the Ngas Festival of Arts and Culture before August 15? Since most postponed cultural events are eventually rescheduled and organisers typically seek to provide clarity to participants, a new-date announcement appears reasonably likely.
